Create a list-property value

POST /v1/catalog-product-property-enums

Provide a product catalog list property's propertyId, a visible value, and an xmlId. The property must have propertyType: "L". Bitrix24 rejects another property type or a property outside the product catalog; V1 returns its business message with status 422.

A successful response is 201 with the created element in data. Missing propertyId, value, or xmlId returns 400 MISSING_REQUIRED_FIELDS before Bitrix24 is called. id is read-only. A duplicate xmlId is rejected by Bitrix24 with 422.
